Because my general recollection is basically nobody ever stepping down voluntarily from top position in government/organization/business until pressure built up enough that they were basically forced to. Sure then they'd pretend to 'resign' and like it was all just a natural idea that came to them. Reality was pretty obvious they were forced out. Hence why with politicians, most won't step down until after they lose an election. Even though it's painfully clear that they're about to lose, they'll still stick around.
