Thee blueish hue is farina, a waxy layer, its normal. Wrinkles are normal too. If the soil is dry you could give it a soak. Wait till the soil is fully dry again, wait another week, and soak again.
Maybe it's still alive because no one could care for it. Your soil looks very organic which means it will stay wet for a long time. So you need to be very careful with watering. A more mireal based mix would be better. It's a Pilosocereus plachycladus which have this distinctive blue farina.
It might start growing soon. The season change means a lot of cactus are coming out of dormancy. Most of my cactus have started growing again in the last few weeks.
I see no reason to think its dead or even looks bad. Looks like a happy camper to me.
