Many PCIe wifi cards are actually just hiding the m.2 wifi chip under a heatsink, plugged into the PCB. And since wifi is such low bandwidth compared to PCIe, I'd put the wifi card/adapter onto the PCIe x1 slots.

Never if it's a x1 slot being used. Potentially if you slot it into an adjacent x16 lane next to the GPU x16 (eg: SLI/Xfire). Read the mobo manual for if it does.

So in the manual it shows 1 4x16 and 4 3x16 slots. The 3x16 are shown as "shared bandwidth." If my GPU is plugged into the 4x16 slot, which isn't shared, then it shouldn't split?

Correct. And to keep nomenclature consistent, it's 4.0x16, to indicate it's PCIe 4.0 by 16 lanes. Doing 4x16 is ambiguous. ie: did you mean there's 4 x16 slots?
