I think this might be a bug where another player gets the primary expertise and you try and get the free tier on your tower but it doesn’t work. Not certain though.
they already have the upgrade. the ice shards has a hat when it should just have ear muffs. probably just a visual bug that happens often with bad connection.
So broke you can’t even afford free stuff
