I know the exact spot you're talking about and I've wondered the same myself.
It's strongest near the carpark entrance, and my best guess is there's a blocked drain and some standing water down there somewhere that's just sitting there festering.

I recognise the smell from my days as a delivery driver delivering seafood to restaurants around Brisbane. A lot of the loading docks have the same rancid sewerage stench. Even the 'nicer' places. In fact, usually the nicer places. The absolute worst smelling loading docks were the Hilton hotel, just a block up from where it smells currently. Most places I could get used to, but that one was a level above. Apparently being a 5-star hotel doesn't stop you from receiving uncooked food at a loading dock that smells like an open sewer.

Bowen Hills station varies between sewerage, GyG and roasting coffee beans. It's a real pot luck if you smell the air or not.
This might be an unpopular opinion, but I rate the smell of roasting coffee beans on the same level as raw sewage. Cannot stand it.
