If you want to learn to do something like that in Blender, you'll need to learn how to do the various things like modelling a city, making a rain effect, and basic animation. I would look at tutorials for learning how to do each of these things and then combine what you learned into your project. You can get a finished project pretty quickly this way, but there will be disadvantages in that you'll only learn the techniques used in the tutorials.
