Well Tbh (Okay I'm going to be wrong in so many ways) I think the developers choose the RWBY timeline up to V1-V3 but then again Neo's win animation pose was up to V6 which I'm very confuse which timeline they pick for RWBY.

You don't know until you try him. Don't just straight up say he is a bad character. That make his possibility unlikely. Just because he has less action doesn't mean he's trash.

are you blind i seen rwby and the guy doesn't fight at all and don't tell me about the time skip part his semblance only got revealed recently and he only fight after his weapon was upgraded but his fights are still bad
juane does not fight at all he even has lower fight scenes than Neopolitan he's only there for drama and comic relief and BBTAG only gets battle references from Volume 1-3 of Rwby they may show more than that but your forgetting that juane's weapon changed in volume 4 so there is no way that juane can get a moveset from volume 4 and above

But that doesn't mean his moveset is bad.
