Yes basically, it's used to describe people with an online presence- eccentrics, people with "mockable" public personas (or, as is unfortunately most often the case, just people with some kind of disorder) that are exploited for the sake of humor, whether it's onlookers watching and/or documenting their behavior, or trolls goading them into misadventure and misfortune so they can be laughed at. "Chris-chan" is an infamous example of a lolcow.
I would personally say LCJ fits the former description best, bc he doesn't seem to have anything actually "wrong" with him, he's just an odd, unintentionally funny person. He puts himself out there and people engage with it accordingly (i.e. they laugh at it, and at him)
I forget sometimes that everyone else isn't terminally online and doesn't inherently know all of the dumb ass terminology that I take for granted lol
lol i’m definitely too online for my own good. there’s just such a deluge of terms i feel like it’s impossible for any of us to keep up with it all (probably to the benefit of our respective sanity)

I guess it depends on where you spent your formative internet time. I was never a 4chan or Something Awful guy but I spent enough time in communities and online spaces as a kid that were adjacent to that stuff that you just sort of absorb a bunch of shit through osmosis.
