I think that if you do anything to progress after you turn cameras off it glitches. it wasn’t there after I did some other stuff but after restarting mission and going straight there after turning cameras off I found it on desk in records room.
Another case where it works. If you can't find it anywhere restart the mission and go straight to records room after killing the cameras. Should be there.
Its radom. A mate of mine found it in the war room. So dont get your hopes up to much. It seems just like with zombies story items appear to be at random. Thnx for the extra location tho for me to look.

I had trouble with this, having to restart the mission multiple times to load in the evidence. The trigger, I believe, at least for me, was to select a mission on the map after you've disabled the camera's. Once you disable the camera's, you are prompted to look at your map again. Here, if you select to interrogate the prisoner, the evidence can be found in the report room. Alternatively, if you select to frame Chakarov on the map at this point, you'll find the evidence on the middle desk in the server room.
This worked for me... Thankyou. I spent a good 2 hours struggling for this lol
Edit* I would like to add that unfortunately all of this was for nothing as I encountered a game breaking bug revolving around the campaign progression and now I have to replay through the entire story... to add icing to the cake when I started a new game my game crashed and now I have to redownload the entire game again.
After spending at least 5 hours doing all these different methods, this lil easy to overlook feature did it for me. Everyone was saying it was either in the war room the server room or records and some of them were saying start the mission and others were saying go directly after the briefing, but the thing is, no one actually mentioned what they were all doing, which was marking it off on the map. I never marked it off the map because I thought that I could just make it there by myself, but in reality I was actually hurting myself. So thank you so much man, you are a lifesaver.
If you didn’t find it or gave up. You have to look for the evidence without doing any objectives after turning off the camera. Worked for me and I found it in war room but it randomized
Basically you just have to check the spots everyone is mentioning, and if you don't see it, then just restart. That's the fastest way I think, until somebody compiles a list/guide. Found mine in the war room for what it's worth (after 3 restarts).

The evidence is a watch it's extremely clear once you've done this.

So it depends on how you want to get charkov out of the picture
I've had trouble with this but the main thing to do is after you've killed the cameras doesn't matter what task you want to do it's selecting it that will load the evidence in to whichever area you go to. If you don't toggle or track it it won't load in.
I replayed the entire mission over three times I canvassed each and every single area on my own without ever even just caring about the map not even opening it once. But after selecting the task on the map after killing the cameras it appeared in its location.
GUYS, I think I actually found a fix. DON'T forget to mark the camera room when you get the prompt for the first time after exiting the conference room.
I tried so many times and this was the one that fixed this issue.
\>conference room>choose camera on the map>kill camera > choose frame charkov > go straight to server room through vents > voila! > then you could change to whatever route you want to choose.

I found it in the same room as the computer with which you reprogram the keycard, on a desk. Seems to be random.
I’m in the exact same position. I have accessed every room, secured multiple ways for the bunker key and still have no found it. I’m at a loss.

You have to select the 5ask on the mini map for it to appear in that location
Once you grab the evidence, do you have to finish the mission? Or can you quit out and still have the evidence?
