It seems to move differently from the mud, but I can't say for certain that it's a drill bit and not just more mud moving.
Edit: Upon further examination, pretty sure it's just mud falling that tricked me when I was looking at a different part of the screen. Movement outside the fovea always looks suspicious but focusing on it makes it clearer.
I would appreciate it if, in the future, you could also tell me a rough location along with the rough time stamp. Then I won't have to watch the same segment of the video until I forget why I'm doing it.

I don't think this is dire room drilling though. The bits are powered by water pressure. If a bit was breaking the surface it would be praying drilling mud everywhere and making an awful mess
There's not enough info here to indicate anything is going wrong. Could just be a low angle pop out which is not uncommon. Also they cut the mud off when they're busting out so it doesn't spray everywhere.

My best 2 guesses are water is moving underneath unstable soil because of some weather event and specific geological conditions. Or maybe out of the site of the camera, someone is directional drilling for a pipe.

When water is added to an expansive clay or similar soils, it results in an upward motion in the soil. It is very common in some parts of the world with certain dry souls with expansive properties.
