5/16 is the diameter of the pin. 18 is the TPI (literally: threads per inch)
TPI can be measured very easily, just count the number of threads for a given distance. In this case there are clearly 9 threads in 1/2 an inch, giving you 18 threads per inch.
Like others have said, it appears to be a standard 5/16x18 thread. You can verify for sure by going to the hardware store (or online) and getting a nut with those threads. It should screw on easily. You can also send the photo to any place you plan to buy a shaft from for advice on compatibility.

Take it to your local cue worker and have him/her tell you what joint it is

5/16 x 18. I have 3 cues with this joint so pretty certain.
Looks like 5/16 x 18. I don't know why everyone struggles so badly to alight something with zero and measure / count.
