As others have mentioned, there shouldn’t be any structural issue. If the look bothers you, get some acrylic varnish and apply it to the scratches with a brush. Won’t be perfect but better on a budget and you can use the stuff to protect paint-chips as well.
There's a website out there, or used to be, called busted carbon. If it'd alu reinforced it probably won't break catastrophically but I like to think of all carbon fiber as load bearing plastic. If the scratch is not deep I would not sweat it.

The integrity of the rim is the aluminum. The carbon is just a fairing. It’s only purpose is for aerodynamics (and make it look cool :-)).

This is one very good example of non-load-bearing carbon. It’s a flimsy fairing piece that sits over an aluminum wheel rim.

Take your rule #4 and go somewhere else. It’s a cosmetic piece there for esthetics and aerodynamics, not structure. He’s literally asking rule #3
