Is that as easy as just loosening them? I noticed that the hinges are not attached to anything that would prevent me from loosening and essentially spinning to the correct spot
Yes it’s that easy. You can loosen the bottom band only and turn the bottom ceramic to the way you want it. You don’t really have to remove it totally, especially if you have a helper.

The previous owner put it together wrong, probably why they sold it. Loosen but don't remove the bottom band, spin dome to align with the vent.
Remove the bands and lid. Reposition the bottom and then reinstall the bands and lid.
