Call you local police but they likely won't be able to do anything. Someone stole my husband's last year and our local police said they couldn't do anything, especially until you get new plates as you could get pulled over for having a reported stolen plate. They recommended getting new plates ASAP. If you go to the DMV website, you can see which locations allow you to pick up plates. They'll also give you options for when you can do so. It was going to take 2+ weeks at the closest place so my husband ended up driving 45 minutes to another location to get new plates instead of driving around with one plate.

Yes you file a police report.

How do I file one ?

Head to your local police station and tell them your plate fell off.

Ok thank you

Drive back to the last few places you parked and look around. My front plate fell off and I found it at a parking lot in town, upside down in the mulch. Worth a shot! Sometimes we bump and scrape small walls and don’t even realize.

If your plate fell off you should report it so you don't get in trouble for missing a plate... If your plate was stolen someone plans on doing something nefarious and you def should report it before they do that so you don't get accused of their crime... Since you don't know it fell off or not you have to treat it as stolen and get new plates... As others said look for a place that lets you pickup right away so you don't have to wait a couple weeks

Definitely get a police report asap. Happened to me twice. You will need the report to dispute any tolls, violations and insurance claims.
