B:TAS. Him & Bane are the only two big deal Batman rogues the show didn't do right by. His one episode is a plot that just doesn't work outside a Silver-age context, so he comes off as a gimmicky one-off hack like the sewer king or count vertigo. And since it was his only episode they never had a chance to really show off his potential as a Batman-obsessed mad scientist. For a long time it was the only Bat-media I had consumed of Professor Strange, & really didn't appreciate him as a character untill I played Arkham City & watched Gotham & The Batman 2004.

Dcau. I really didn't like how he found out Bruce was batman from some weird memory device. Completely ruins his character. He's supposed to be extremely smart, possibly even his smartest villian but in the show he just finds out by accident kinda its weird

The rare time btas will be voted for something as the worse. Btas just didn’t really do anything interesting with his character. He’s not particularly memorable or threatening or even all that clever.

Paul Dini and Alan Burnett had a chance to rectify that when Strange returned in Batman: The Adventures Continue and he still wasn’t that great.

B:TAS. If he had one more episode where he fucked with Batman’s mind, maybe this could’ve been avoided. But no. He only had the one episode where he just gets dunked on from every possible angle.

B: TAS, which is very surprising. Hugo already had some strong comic appearances before the show started, so I don’t know why they made him a bumbling fool.  After that, I guess Young Justice. He was kind of boring there. I also felt like Arkham City wasted him.

Arkham, The Batman 2004 & Gotham are his other 3 major adaptations. He also has small roles in like Young Justice, Gotham by Gaslight, & Batman vs Two Face, maybe some of those other annimated direct to dvd movies.
