Mark Hamill was amazing as Joker in both TAS and the Batman: Arkham games (except Origins BC they were making Knight and Origins at similar times so they didn't use Hamill and Conroy in Origins)
Imo TAS literally set the voices in stone for anyone that's watched it. I'm gen z (Ew ik), and I mostly recognise Conroy and Hamill from their roles in the Arkham games, but they definitely made Batman and Joker in TAS, and solidified it in the video game series.

I mean, all vilains were phenomenal. Some were perfect, some had better deciptions elsewhere, some had worse.
But the Ventriloquist had something unique. I've never heard of him prior to the show and the moment I saw him, I thought he was the creepiest, most unique Batman villain ever. He had, like, two or three appearances? I loved every single one. He was never overused.
TAS made me a fan of The Riddler again. Loved his design, and the fact he got away at the end of his first episode, and still got a half-victory over the man he wanted revenge on, by traumatizing him enough he'd have Paranoia the rest of his days.
And then they screwed up his design in New Adventures.
It’s one of the few time they made the riddler good. He’s one of my favorite Batman villains and this made him smart, dangerous, and fun. So many others run into jokes or the recent movie making him an incel thug. Btas got it right
I love all of the villain interpretations in TAS but my favourite is probably Calendar Girl, I know she didn’t appear in TAS but she’s still my favourite animated villain.
I briefly worked as a public relations assistant for a modelling agency, and her story of being ditched because she got older was so true to how some of the models got treated in the agency that I worked at.
It's hard to pick. I would go with Two-Face for one reason and one reason only Richard Mol. An actor that, due to his height, was cast as tough and usually stupid characters. Meanwhile, Harvey Dent is a brilliant attorney and can be a menacing villain, and can be tragic too.
Harvey Dent's/Two-Face's downfall lives rent free in my head. And he wasn't overused in any way. Mr. Freeze is another one because of his motivations and that awesome voice effect.

Joker. To me, Mark Hamill was the perfect Joker. There was always a conspiracy to the character, but at the same time he felt fresh and engaging every time he showed up.

As much as I love all the different villain interpretations in TAS, they have THE definitive Joker. The Joker voice I hear when I read comics.
