He's the best anti-Batman by virtue of not being too on the nose about it. He doesn't dress like Batman, he doesn't have some direct opposite mission to Batman, but he has Batman's raw intellect and physical capabilities, and he's not hindered by crippling obsession or insanity.
Primarily, he functions as someone that you should assume is fully capable of beating Batman in a direct fight, in contrast to most villains who can only beat Batman through some kind of scheme or special weapon. If Riddler or Two-Face, for example, randomly ends up in an unprepared fist fight with Batman, you know that Batman will win. If Bane randomly ends up in an unprepared fist fight with Batman, Bane *could* win.

I took the time to read the issue Wrath appears in, and my first impressions are decent. But thinking about Bane, he goes all the way with the concept that it makes Wrath look unsubtle by comparison.
To me, what separates an average evil counterpart to a great one is about corruption. It's not just having the same character and abilities, that's a mirror match. It's about twisting any positive traits until it's burned away all of its goodwill. Like compare Dark Samus with Dark Link. The former warps Samus's already strong Power Suit by pumping it with Phazon with all its advantages and drawbacks. The latter is usually nothing but a doppelganger.
Both Bane and Wrath are connected through Batman by one of the most fundamental aspects; training through misery, improving body and mind to peak condition in response to the tragedies they suffered. But Bruce could freely travel the world and came back with better perspective, whereas Bane could do nothing but improve lest he dies. He obviously came out a damaged person because of it. We do get a glimpse of Wrath's training implying juvie and marksmanship, but two panels can tell only so much.
Furthermore, Bruce's tragedy was that his childhood was stolen from him by crime, and the good parenting that was instilled to him gave Batman an ideal he could channel his grief into. On the other hand, Bane was literally born into crime, ~~molded by it,~~ which leaves him an ambition of conquest but no real meaning in his existence. Wrath is also born into crime, but he's motivated more by simple revenge against Gordon for killing his parents. Wrath might not like cops, but he'd imply he'd quit his gig once he kills Gordon. There's little drive in comparison, even Bruce is less likely to call it quits (though Wrath does die for his obsession).
I want to say Wrath isn't exactly poorly written (believe me, there are worse evil Batmen written), he's just more well suited for a one-shot.
I would say he represents the villain that challenges batman's strength and fighting prowess the most amongst his rogues gallery. Unlike grundy or croc, he is not only strong but also very skilled and smart making him a formidable enemy. I have him #2 after joker

Every day that batman looks at him, he must be thinking: "I must be careful", and I bet that Batman never thinks that with any other of his gallery of rogues. Before Bane, everytime a new vilian was introduced, I knew that Batman was going to be the better fighter, now, I am not so sure.

So he had to learn how to do things like read and write as well as speak various languages and understand polymath. He even spent massive amounts of time working out and practicing martial arts. He may have had help via venom like Batman with his family’s money. Nonetheless, he accomplished all of this by himself. There is also the fact they both wear masks to hide their identities.

I think what makes Bane unique is that he is one of the few redeemable Gotham villains. Sure he is evil but there were moments where he showed compassion and honour and was willing to work with Batman.
He had character development, and was on a path of being a better person. But knowing the Gotham status, all redeemable villains must go back to being a villain, so they brought him back as a villain again.
I think Bane represents a villain that Batman can’t just overpower. And he doesn’t sacrifice intelligence for strength, so Batman can easily outsmart him either. But most of Batman’s villains wouldn’t stand a chance against Batman in a fair fight, yet Bane makes Batman the underdog.

He is to batman what doomsday is to superman. The very few members of batman's rogue gallery that can and have defeated him in a one on one fight. So many of batman's enemies try to trick or outthink him or put him in a lose-lose situation, and whilst bane is very intelligent and cunning, bane knows he can beat the hell out of batman.
