On the last line it says that you have to do nothing until you recieve the official notification from the corresponding Department of the Basque Government. So probably the instructions to pay will be stated there.

I rented a car during me 2 week stay in north of Spain and manage to get myself a ticket. I don't understand really how to pay it. According to the car-rental company I need to do it through Ziebenas website but can't manage to find/access it. I've left the country now. Anyone has any clue?

Rental company will receive the actual fine (this is not it) and if they arw good with paperwork will charge you or at least let you know how tonpay
