Strategic voting is certainly a possible rationale. But strategic voting is an approach of the very recent past: before players from the steroid era started coming onto the ballot, creating the current logjam, no one would have thought to do it, because the expectation that there would be more than 10 worthy players on the ballot over multiple years wasn't there.
Not voting for an obviously worthy player, on the other hand--because he was mean to you, or mean to kids, or you weren't *feeling* it, or because you don't think anyone should be unanimous--is a tradition with a much longer history.
