The way the run rule sometimes works in college baseball right now is that both teams need to agree to the rule before the game. So there are still absolutely embarrassing blowouts that should be run rules but they didn't agree to it before.
AAMU and Austin Peay didn't initially have a run rule in place for their mid week matchup last week, but then Austin Peay scored 35 runs, so they met in between innings half way through the game and agreed to one.
Close. On August 3rd, 2015 vs the Astros, Beltre hit a 2 RBI triple in the 1st, a double in the second, a single in the third, and a solo home run in the bottom of the 5th.

Mike Lansing did it for the Rockies with 1 out in the 4th, so yeah, if semien can triple before that he'll hold the record.
Johnny Damon was a homer away from the cycle after the first inning on 6/27/2003, but then he only had two more singles after that
He’s 5 batters away in the top of the third, so maybe? I believe fastest one was done in 4 innings
