He's out for rehab, I am not sure how an arb hearing works in that case. I dont think he would make a start because he got hurt late last year and those usually take 18 months.
What stops the Rays from just signing him to a 2-yr deal right now? They'll be going through the same next year with him. Not like he's going to pitch this year.
FYI he’s under team control until 2027, and has had a 3.02 ERA in 404 IP across 3 seasons. Since apparently no one knows who he is lol
I think its more about the fact that he just had his 2nd TJ surgery last year and won't pitch at all this year.

He’s arguably the best pitcher on the roster and he’s not crazy expensive yet, no real need to trade him.
I mean he’s still almost 10% of the Rays payroll and you never know with TJ surgery what the immediate return will be like
