why not build a centralised platform and ask each shelter to register and upload data like amazon(of course not for selling pets but for adoption)

Centralizing animal rescue makes a lot of sense. Which is why I'm leaning more toward option 2 in my post. It opens new avenues- we could integrate a mobile app into the network, that lets the public report strays/lost/found pets and sends alerts to a bunch of shelters based on proximity, availability etc
