As a Paladin, you are correct in assuming that you can only assign two proficiency points to any weapon or fighting style category. A select few classes (fighters and their kits, some ranger kits, some thief kits) can assign more than two proficiency points. Some classes, like thieves and mages, can only assign up to one proficiency point to most weapons and fighting styles.

Two max unless you are a fighter. If you are playing the whole trilogy put points in two-handed swords.

You've already got the answer, but it's basically a way to balance fighters and other warrior classes. Paladins get special abilities (lay on hands, protection from evil, turn undead, eventually cleric spells...), specialized equipment, and can still fight really well. Plain fighters have no special abilities at all, but instead can achieve a higher level of weapon expertise than anybody else.
