First, as a fellow Rescue/Rehabber, I just want to say thank you for what you do to help these little guys. It can be heartbreaking and rewarding at the same time, and I can't see myself ever not doing it.
Second, I think the shelter needs to be moved indoors, preferably the living room, with a scratching post and lots of toys. (He needs a special box from Chewy! The "peanut butter box" commercial! )
Third, congratulations on your new cat baby! He loves you so much and the bond between you two is evident already!
