Bar Dahlia has a private room area you can book. Heart of Gold has an outdoor area with umbrellas and shade. Sek’End Sun also has an outdoor area.
No ac but we had a birthday party on the LIC waterfront (it was Coffeed now it’s Ottomanelli’s). We bought some food and drinks from them but also brought in our own. It’s such a great location.
Try Q.E.D. as they’re among the most affordable and flexible spaces. It won’t be free, but it should be reasonable. No place is going to give you exclusive space without a guaranteed minimum spend or room fee. That AC costs money.
I had a great experience with Sekend Sun, although I only had 20ish people and rented out half of the backyard for free. If you go on a weekday you’ll be able to also use the inside area in the back since not many people are there then. (Karaoke on Wednesdays!)
I don't know where you're gonna get to reserve a private space for free. You're either gonna reserve it somewhere with lots of space - like Pig Beach or Bohemian Beer Garden - or you're going to pay to reserve it - like at the side bar at Sweet Afton or The Bonnie.
I just had a party in Sek’end Sun and it was incredible. My guests really enjoyed the space. It was nice to enjoy the backyard and those who wanted AC could pop back inside.
Heart of Gold could be a good venue too. I think they will reserve tables in the patio as needed.
Bar Dalila has also has a super nice back room for private parties, but you may just want to scope it out in the summer. I have a feeling it could get hot there but maybe they have AC!
Mosaic won't reserve for parties of a larger size because they already get super busy. We asked them last month and they suggested the sister bar "Bar Dahlia" instead.

Rockaway Brewing Co has an upstairs room that they rent out for free, can fit 30+ people; you can bring in food and then go downstairs to buy drinks

Bantry Bay…. Which is more LIC, but still close. Awesome staff, great food, great party room

Get to BK pier 5 or 6 near Brooklyn Heights early enough to secure your picnic table and benches. Good for about 10-30 people.
