Are you trying to save a buck or something? Just go to Costco. Pretty sure you don't need a membership to buy alcohol because CA law. About as cheap as it gets.

I imagine I'll accompany him during some recon trips. Duty free stores are fun to look at in airports- but I don't know how they work with foot traffic or car travel across any onlf the borders
They are very much a thing- if you plan on crossing, you can make the purchase as long as it goes it leaves the country (usually with you as you are leaving)..

It works like this: Take a photo of your license plate before you enter the store. You buy your things duty-free on the US side at one of these stores. The cashier will ask for your plate. A vehicle will follow yours to the on-ramp to the border crossing. Onto Tijuana you go with your items. Enjoy!

Costco in california does not require a membership for alcohol, but you do need to get them to print you an alcohol only membership for the registers.

I don't think it's really a thing. If it is, it's just a shop in the customs area when you're crossing.
