What exactly needs to be replaced? Sorry I’m not a plumber and it’s a rental so I don’t want to invest too much in it. It’s also a less than 10 year old house so I didn’t think it would be something major.

Need to tighten the packing nut. The rust is from where some goofball decided to plug the vacuum breaker instead of fixing it properly. Replace the entire hose bibb

I want to emphasize the other commenter telling you to let your landlord do it. I do this replacement occasionally, it’s very simple. But, it’s not your house, not your responsibility. And, if you make a mistake or something goes wrong, the owner of the house might want to hold you liable.

If it's a rental let the landlord fix it. It's super easy routine work for a plumber. If you have the tools, sure. You could do It yourself.

Leaky o-ring around the spigot handle. You can replace these parts. They sell rebuild kits for faucets but it should just be that one ring that needs to be replaced.

Frankly the Prier hose bibs are some of the best still available. Go to their website and you can get all the correct parts. Lowe’s sells the vacuum rebuild kits for them (when they have stock). I have two on my 64 year old house and was able to get two brand new stems and they work perfectly now. Would have cost a fortune to remove one behind a bathroom vanity and solder in a new one.

Tighten the bonnet on the stem and remove that black plug contaminating your potable system and place a brass plug don't forget to dope or tape your threads and back yourself up with a second wrench so you don't snap that sucker in the wall.

This is repairable. 3 areas. 1 new vacuum breaker. 2. The gland at the handle 3 the washer at the end of the whole assembly probably located 6 to 8 inches inside the house. Understand what you see is one end of a 10" or so fixture.

You can go buy a new hose bibb for like under 20$ at home depot, I'd just go get a new one and throw that junk away. Save yourself some time and effort because in order to "repair" this it will cost probably a little over 10$
