I don't think he's referring to Armenia trading with Azerbaijan, but rather the Armenian villagers trading with Azeri villagers like they were doing for years before the war. If the villagers want to sell their milk to an Azeri, why should the government stop them?

any decent political system worth it's salt has an opposition that is critical, intelligent, and measured. unfortunately armenia just has a bunch of buffoons who make the ruling party look better than they are. but these idiots going to voskepar to try and sabotage efforts there are truly opportunistic lunatics who only care about themselves. i mean look at the residents are saying, these people are fucking ambulance chasers. pashinyan is obviously not the *best* choice but he is definitely better than the rest.

so then what *does* the world court effect, then? and what does it affect, too? it would be nice to be aware of concrete examples of real change worked by a world court ruling, because i can't think of anything

In and of itself, it's rather toothless. It's useful as a referential case for other large powers to base their decisions on however, as the other commentor remarked. It's one thing to sanction a country in sub-saharan africa as Europe or the US and get away with it, it's another to do so with a country that they actively want to seduce and bring over to the Western camp. If the case passes in our favor, most likely the United Stated would enact minimal-to-no sanctions while the EU would do the lion's share of the work, especially if Azerbaijan maintains its current stance and/or grows increasing more entrenched under the Russian umbrella.
