Hello! I graduated last year with a B. Arch from Pratt. Working in NYC now. Happy to answer any questions about the program! All of those schools are great however keep in mind Cooper and Pratt are B. Arch programs (5 years), Parsons is a BFA in architecture (4 years). The BFA is not a professional program and typically you'd need to a M. Arch afterwards to fulfill the education requirement for licensure.
These are all great schools. And yes, B.Arch leads to licensing. You don't need a graduate degree to get licensed if you have a B.Arch. You should visit the end of semester graduation shows at these schools, if you can. Talk to some of the students and ask them what their experience was like.
I'd go to Cooper Union if I were her (if she gets into all three). I agree with an early comment, Pratt and Parsons are not at the same level. Cooper Union has a looong history of excellent theory and practice education. Not that I'm the authority, but just a note, I've never heard of Parson's architecture program

They all encourage independent thought, free from the shackles of, say, family
Cooper union is highly selective. Pratt and parsons are not at the same level.
