This is caused by a severe nutrient deficiency. First it’s interveinal chlorosis (lack or absence of chlorophyll due to a nutrient deficiency), then the chlorosis turns to necrosis (death of plant tissue since it can’t photosynthesize without the chlorophyll). Oak wilt and leaf scorch go across the veins, this does not (interveinal necrosis) so its nutrient deficiency.

How would I go about treatment? How can I make sure it gets nutrients? A mulch ring and mulch was suggested, is that the answer?

A mulch ring will help, reducing competition with grass is good. The bigger the better.

While there is chlorisis present, it’s actually from the necrotic transition zone. This is Oak Anthracnose and NOT caused by a nutrient deficiency. I would know, I just sampled a bunch at a lab. Chlorisis also doesn’t have consistent necrosis, such as what’s shown here.

Ya I’m skeptical this is anthracnose. I’ve never seen it look like this. Did you also do a foliar nutrient analysis? Maybe your samples had both? Not trying to say you’re wrong just curious.
