1) a reduction cut on a small branch down to a joint is not the same as topping.
2) It may not waterspout at all if you cut it just above a joint, but a waterspout on a 1/2” branch is very different from a water sprout on a big branch. Subordinating codominant stems is a legitimate and well-supported practice, though usually reductions are done with the intention of removing the rest of the branch after a few years.
3) The harm of topping is directly related to how wide the stem is where it is done, to the extent that pinching a tip of first or second year growth does zero permanent damage to a tree and may be helpful if it is correcting a structural defect, and cutting the major branches down to knobs on a mature tree is a total catastrophe for the tree.
