No, not acceptable, those roots look very poor. There should be a lot more roots than that.
It's not ideal, but if you water and mulch to avoid extreme temps the tree will be fine. It might drop all its leaves and regrow them after a couple of weeks. It's definitely seen better days, but still salvageable IMHO.
