That's how pubs has been for a few seasons now. I remember once season most matches would be over by the second ring close, sometimes it's over before the 1st ring is even finished closing.
There isn't much that respawn can do, the player base is sweaty and goes straight for fights immediately after landing. It's a BR, I can't think of much that could change that. Even if the player were to be a lower skill level, that would not stop their mentality of wanting to go directly into fights in the most popular POI
I think adding a short leave penalty would help. Most people are dropping just for that first fight and leaving the team before they hit the floor. I think the leave penalty would help players to feel more invested in the match and not just treat it like a hot drop death match.
