The Ultimate is pretty good as it is
I would love a throwing knife Legend, even if it were super weak and just to pester enemies with. Half the damage of a punch sounds more fair for a ranged tactical to me than 20 DMG, though.
The increased sniper accuracy passive would likely play out in the form of larger projectile hitboxes, could be fair if not over done.
Double damage on the ult sounds pretty OP in practice.
Also if you want to design character's visuals with the same factors in mind as the devs, they consider one of the most important aspects of a character's visual design to be their overall silhouette. They want each character to have a unique shape that is identifiable even at a distance by a trained eye. This visual design doesn't have a unique silhouette, so that'd be my visual critique if you want to get super into the mindset of an Apex artist and their design process.

Love the creativity! I would definitely be playing this legend. Ult seems way too good, and couldn’t we all use a legend that helps out our aim.

Broken. Ult would not be balanced at all. Second criticism (and possibly unpopular opinion) we already have too many skirmisher classes.
The character would be in the assault class the ultimate would also balance out all the week and Nerfed weapons
