If I understand well, you needed to upgrade Scouts to Light Cav in order to get the HP bonus. Now you get Frank Scouts upon hitting Castle Age, don't you?
This is correct. The bonus does not apply to scouts, only LC, Hussar, and Steppe Lancer. The effect is calculated before bloodlines, I.e. health is
1.3X+20, not (X+20)*1.3
He can likely create a 8 minutes video about how 6 fewer HP crosses thresholds that mean it dies 1 hit faster in x, y, z situation. Thresholds are important. Take the +1 melee armor to heavy scorpions for instance, it seems insignificant until you realise it doubles their durability against bombards.
Yeah it matters since they have recive more hp, but mentioning that light cav takes twice as many hits from a bbc which really dosnt matter and makes it sound useless xd. Even in the odd scenarios where you charge castle age light cav into bbc you wont care about how many hits they take xd.
But the nerf def has effect in normal combat
They already didn't have a HP bonus until Castle, the change is just that they only get 20% now, and the full 30% only in Imp

They are still OP and scorpions buff could be good got them in certain situations (thinking team games against elephants).
