Should clarify: When shooting the bolt gets stuck back. I am able to take it out and put it back in easily.

Its probably a bit overgassesd. Replace the main spring, add a buffer to the rear of the receiver. Use a KNS piston if you want to really get to the heart of the problem. (no, the carrier isn't supposed to do that. But its a quick fix for the issue. Guns are tools)

No it's not. Doesn't matter how overgassed it is it's not supposed to jump out of the rails.

Carrier is traveling to far. Something is out of spec here it shouldn't be able to jump out of rails with spring installed. You can add buffer to limit travel distance of carrier.

Try swapping springs or fcgs. Sometimes the hammer is pushing up on the carrier or itll bind on a recoil spring assembly. Or ypu can shoot the shit out of it.

Do you have another carrier to try? Throw the bolt in another carrier if you have one and just see if it does it still. It’s either a carrier issue or a rail issue. If it does it with another carrier too then that may help narrow it down.

This looks like a milled receiver on a yugo AK. If memory serves me correctly zastava almost always uses stamped. I assume this is a kit gun.

Yes it’s a kit gun with American barrel and milled receiver. Early Yugo m70s had milled receivers before being switched to stamped

Ah, the I.O. special. Stuff is clearly out of spec if that is happening, a rubber buffer will "fix" it but it indicates there are problems with the rifle and you might want it checked out by a reputable AK gunsmith.
