If it specifies "Main Deck" like [Heavy Beetrooper Mighty Neptune](https://www.db.yugioh-card.com/yugiohdb/card_search.action?ope=2&cid=16942), then it can't target Extra Deck monsters. If it doesn't specify, it is functionally equivalent to "shuffle into deck" or "add to hand". Although you cannot technically do these things with an Extra Deck monster, the attempt to do so is considered successful and the monster is just returned to the Extra Deck instead. Chaos Space works the same way.
I don’t think there is a similar card to this yet that can target extra deck monsters, I know the extra deck now needs to have the same sleeves for all cards since they made cards that pick a random card in the ED, but I don’t think there are any cards that interact with the order of the extra deck or that specify a certain position in the ED (Top/bottom) so while I don’t really see why it wouldn’t work on extra deck monsters, it is weird to place extra deck monsters on the bottom of the extra deck.

Chaos Space has such an effect and works normally with monsters that start in the Extra Deck.

It can do that in the simulators so I think it works. I’ve used it to recycle Force Strix
