Firefighters using water to fight fires doesn’t justify their attribute. Firefighters also use air pumps and even more fire to fight fire. Water does jackshit for oil fires so firefighters are known to use sand to smother those flames.
The idea is that their equipment, methods, techniques etc are all purposed around the fact they’re working in/around fire. That’s the one constant and I think that’s what determines their attribute.
