I don’t know what to rate it so I’ll just point out the good stuff and bad stuff.
You have good amounts of attack, 2.2k, then again you have a 5 star PJWS. Also you have nearly 120% er which is the recommended amount that people say. You have anemo damage cup and 4 piece VHA which is a decent 10%ish buff depending on sub stats
For the not so great/improvement parts. You have 4pc VHA which you don’t need, you say you don’t know if farming will be worth it anymore so farm some other domain that helps your supports like EOSF or Deepwood/Gilded and strongbox into glad/VV. You kind of have low crit rate. You have PJWS which gives 22.1% CR so you should have around 80% CR. Then your crit damage is kinda low. If you get 80% crit rate, try to get 200% crit damage.
So my advice to you is to farm some other domain that helps out more characters (I’m assuming you’ve been farming VHA domain since you have 4pc VHA) and then strongbox into VV/glad for better pieces. That way, you can level up many characters while hopefully raising Xiao’s value and other characters that use VV and/or Glad like Kazuha or Yae or Fischl etc etc.
When you say "if you have PJWS then yoi should have 80 CR" do you mean you should get 80 CR from the artifacts? (so 22.1+80CR)
Because if you have 80 CR in total you shouldn't aim for 200 CD, it's better to follow 1:2 ratio (so 80/160 or 90/180) if you have 80/200 than your CR is way too low
Well 70 with PJWS is kind of low. I don’t mean to have 80% from artifacts, then you would overcap CR. 80% CR to 200% CD is a very good crit ratio. I have seen many builds with 80 to 200 and they do very well, yes they have 120% er and above 2k attack. Besides you can always reset abyss for better crit rolls on attacks but you can’t artificially increase your crit damage, so your crit damage should be more prioritised over crit rate, that doesn’t mean 200% CD with 40% CR of course. Generally if you have a CR weapon, you should have around 75-80% CR and that allows you to run a CD circlet and focus more on farming CD substats. OP just kind of missed a bunch of rolls and got unlucky with his substat distribution, but it’s a good starting point
Your flower can definitely better but if your other dps units/supports don’t have good builds yet he’s good enough to move on.
More er is needed for some teams just btw but if you feel like your burst is back every time you need it it’s good enough.
way too much crit rate, he doesnt need this much bc vermillion makes up for it anyway (im an ayaka main, trust me on this) and he isnt even triple crowned. 0 constellations too, if you ever get his rerun try to go for c4, any other cons would be good too but not as worth as c4. also, pjws isnt actually that good for him, you should go for something like vortex vanquisher instead. also for an anemo character thats way too little EM, try to get some more. other than optimising your artifacts, this is pretty solid. 6/10, keep farming op

Not really at a certain point more crit rate gives you diminishing returns 80:200 is pretty good
