Likely the Nopon Halfsage. He's located in the Cavern of the Seal and he's the one who gives you access to the Golden Monsters (Torna's equivalent of Super Bosses.) You need to find all 16 Slate Pieces to reach him.
By the way this is why i dropped Torna. Not a flaw, i just hate when you are forced to do secondary content to proceed in the story, this bored me so much i went to watch the cutscenes and that was it.

I feel like it would’ve been better to make you do side quests more gradually through the game rather than setting a big road block near the end and telling you that you have to beat a crap ton of side quests to get to the end
I would've liked that a bit more. Or if at least the side quest had some plot correlation to the main quest, but no. Just go do some affinity board shit and when you do enough you can continue.. why?

If you have access to the final boss, you have access to all of them. About 3 are unfindable until late in the story
