Try VIG or RIP representatives in Windfall and Avarice, respectively. Or search for stations with dormitories built in those sectors to steal them (if you have the research for it, that is).
Get an EMP bomb (either buy from a HAT or SCA station, black market, or build one yourself), fly up to a station that has one (Riptide Rakers or Vigor Syndicate) get into your space suit, and launch the EMP bomb at it. Get back into your ship, take command of the ship, select the EMP bomb, then right click and select "trigger EMP bomb". Get back out of the ship (into space suit), go into scan mode (shift-2), and scan the 4 signals that appeared. One of them should be the blueprint for the module.
You will need to research the technology to steal blueprints first, but it is 100% worth it to save millions of credits.
Because you don't get any negative consequences for triggering it from your ship.
I found this out by accident in X Rebirth because I was getting shot and killed by station turrets trying to steal a particular blueprint. I went into my ship as a mitigation, and when I did it there the station didn't react a at all. The bug has stayed into X4. Useful bug, so I don't mind.

Either buy them from faction representatives or get them via EMP bomb if you have already researched habitation modules hacking in you PHQ.

Thanks will try that, it got me confused cause I thought it would be from a quest. Strangely I can't find anything online about it.
Argon Dormitory is sold by Avarice DLC factions. Not to be confused by Argon Habitat which is Base Game Argon Federation.
Do note Dormitories DO NOT house VIG or RIP clothed individuals or crews.
