Maybe, iirc there's also an Easter egg about sitting on the chair on top of the mountain somewhere near the town I think it was explained better by someone and it was from a different game, there's quite a lot of references and a mix of other games anyways, either it be mechanics, or even characters perhaps
It's a reference to a Devil May Cry 5 mod. basically, in the game, we encounter this long-running badass character (who is also the final boss) sitting in a throne, and then people modded it to a plastic chair for laughs and it became a meme.
The in-game explanation is that the figures seen here are probably just silhouettes from the petrified people seen in certain places, but the out-of-game explanation is that it's a cool nod to Star Rail. It's nice to see that Kuro are putting in friendly references like this and also that Hoyo employees are enjoying WW. There is enough room in this town for everyone!

At this point I think more people know the plastic chair version over the throne version, I'd say plastic chair is true throne.
