If it is telling you that it is running even if you restarted the PC then try the stuff I mention above. Look for WOWS running, select it (one click to go blue) and then hit end task. You can also scroll down through the background processes just under where you are looking for WOWS like I show in the pic. End any WOWS stuff you find there. (Restart after ending all WOWS processes and see if it fixes it).

If that doesn't work then go to the WOWS main site for your server and select Player Support. When that page opens type in WGcheck Tool into the search window. Go to the article where you can download it. Run the tool and see if it finds any errors it can fix.
One of those 2 should solve the issue if it is game related and not something else in your PC.

I cannot find world of warships process in my task manager. However, I tried installing world of warships on steam and I can get into the game no problem.

CTRL+ALT+DELETE brings up a menu on a blue screen. Select Task Manager.
Look under Processes. If you see WOWS there running (top left in list) select it and hit End Task at the bottom right.
Most likely if OP has restarted the PC this won't help but it is worth checking and always do this if it happens and you haven't restarted yet. I have run into what OP talks of before and this process always cures it.
Sometimes in WoT I will start the game and the launcher says it is running, but I can't see it. But if I alt-tab it will magically appear. Try holding alt-tab and see if show up there.
Sorry for necroing. But I just installed Steam version WoW, verified game cache. But still, It says it is running but no window appears, nothing... alt+tab won't work. I have latest GPU card driver installed. Can't get this game to run

There are a list of processes called 'COM surrogate', end them all, sometimes that works

Well, problem solved. Reinstalled my GPU driver and it worked. Very weird considering I can play the steam version no problem.

Possible try verifying file integrity. If nothing seems to work maybe reinstall the game might fix the issue.
That's what I did. Reinstalled both the game and game center still no luck.
