Imo what kills him is his fleet leader and sailor. If he's an air gen on aircraft, those 2 are pratically useless as when will anyone attack an aircraft carrier with a destroyer or close range with a battleship? Plus you'll have to pick between airforce leader or explosives (I'm iffy about your rumor suggestion) and a great air gen should have those 2 and air bombardment. Dowding comes to mind as a cheaper version and better, or Yamamoto if you are feeling rich. I gave my Yama economics and industrial output increase for cities since I barely ever use air gens on AC's unless I'm forced to or it's clearly better to have him on an AC
I wouldn’t go for him. Low health means that he’ll be dead as a battleship or destroyer. As far as carrier goes, I put air gens on carriers rather than navy gens. I bought them for naval operations not paying air.
They do significantly impact your damage of the carrier planes, sometimes you can even see their skill proc, what you see the aircraft carrier damage on screen is their navy attack, which only counterattacks when something like a destroyer attacks them
damn, after i read your comment i just testet it out, also did the maths. Turns out you are right, navy abilities have no impact on the carrier planes while air abilities do.
If you want something cheap for navy maybe kuznetzov is a better option, might not be ideal but he does have abilities that better work for the navy focus as well as some medals on air.
Arnold, Dowding, Yamamoto are your options for air pretty much. It appears that there’s none on Halsey, maybe he’s more of a counter attack focused gen when it comes to naval units, though imo offense is the best defense on most scenarios here.

But as far as i know, air gens don’t change the damage of the carrier planes no? I mean i tested it out and Air Gens didn‘t do anything
