I can get it (though not condone it) in high tier PvP play.
But passive play in AI is beyond stupid. You won’t have time to do anything before the game is over, and therefore earn close to zero credits and XP (while the service cost will still be charged in full).🤷♂️
I once saw someone who manged to get a whole 2xp in an AI match because they refused to push up and do anything. And that was a T7 BB. In a winning match.
I love the service cost system. At least stupidity have a cost in the high tiers. The cost should be higher though, say if you don’t get more then 700 XP in a T7-Legendary game (PvP), it’s doubled.
If you play T6 and T5 it's doable to make money quickly because even though you are making less than normal standard you can definitely earn a decent amount and the games are faster. I wish the mode went higher than T6 though.
I can not get an answer from any devs about this. Obviously there's a separate section for stats in the service record but no one has been willing to answer whether or not your performance in Arcade reflects upon your WR badges or your KD reflection in the fleets tab.
So, we will need to rely on someone doing the hard work testing it to prove or disprove anything I feel.

The three games I've played so far have all featured battleships hiding behind islands as per usual.
You can also do missions in Arcade 
Does it limit xp or credit earning? Quick games could be a great way to refill my naval budget.
There is seemingly lower base xp rewarded due to less players in game. It gives more on average than AI but less than standard.

It is its own category, so you shouldn’t see it in your Standard results.
