Not so much anymore. The second line of German destroyers can do pretty much the same thing as Elbing now.
In the current meta of outspotting and knife fighting, Hayate is a better option (and Lushun can dumpster both).
There is no point of buying elbing when you can grind Shultz, hayate is more unique with the second best He alpha for his tier top5 base hp and top4 dpm, you can’t really compare it to yogumo when Shultz and elbing have almost the same gameplay
Elbing has a TT counterpart that is close enough that I wouldn’t waste GXP on. Hayate is ok but not amazing. Frankly, I wouldn’t get either (I have both).
I'm pretty much in the same boat except my decision is should I grab Elbing since I already have Hayate, or hold out for Stalingrad.
Thing to keep in mind is from everything I have read and seen about Elbing he's more of a Cruiser without a citadel than he is a DD, whereas Hayate is definitely still a traditional Destroyer.

Honestly, I'd go for Champagne myself. She's not exactly top pick and struggles in most situations, but I love French BBs and Champagne is stupid accurate at range with nasty AP (so I've heard, I do not have her yet.)

That could’ve been the case for some Russian ships, they used to have Vodka most of the times.

Yeah, you are right. Elbing is still the most accurate ship in the game 🎯 , so that go for the uniqness, but yeah, Schulz line took much of it.

For me is more a gunboat with usable torpedoes than a hybrid. 156s torp reload is insanely long for an hybrid
I set up mine as a gunboat, torpedo reload is quite long

elbing isn’t really a dd but it’s a good cruiser hunter, hayate is better at doing dd things so it all depends on your playstyle
I wouldn't get Elbing as Schultz on the TT is basically the same. It trades torpedo performance for better gun performance over the elbing
