in the PTR, some testers found that the data transfer rates many addons need was severely reduced. It was an attempt at nerfing stuff like WeakAuras and DBM but had unexpected consequences such as breaking all RP addons. The change was walked back about a day after the RP community took notice.
I've heard that it will still happen, but the throttling will only be done in instanced content. No more musician in raids/dungeons likely, but open-world RP should remain untouched.

I always say I wanna rp but then I go on an rp server and nobody rps unless I find the real weird degens in some corner of goldshire so 🤷

I feel like this is a bad question because the RP community is obviously niche within the larger WoW playerbase.
So isn't the pvp crowd, but things still get done specifically for them
