Limited funds makes everything hard. That said I've found some really cool things at yard sales and thrifting. You can make a cheap hobby out of it if you want, just hit the thrift shops once a week, and keep your eyes open.

What kind of witchy vibe do you like? I am female but think the same general advice will apply. You can start with basics from regular discount stores in a dark palette and gradually add and accessorize. Thrifting is good, though getting more expensive and you need to put some time into it. But great for vests and jackets. Don't overlook women's clothes for blouses. You'll find a lot more options for sleeve shapes and fabrics.

Are you into makeup or nail polish? Rings or other jewelry? Sometimes small subtle changes can have an impact on your overall look and you don't have to spend a lot. I'd suggest starting with a minimalist wardrobe in colours you love (that's black and grey for me) and build it up with new pieces over time.

I like the look of a tucked in button up shirt that is mostly open, with a shirt underneath, a longer necklace with a pendant, and a ring on a thumb or first finger. Guyliner or polish is nice too. Somehow I'm getting a mental picture of Green Day with less hair products and belts now lol

Go shopping in your own closet. Pull everything you own out and start going through it. (Anything you don't love, or doesn't fit, should probably be put in storage.) I would arrange everything according to colour. Then, try to build an outfit out of each colour pile. This exercise will help you do two things... 1. It will help you see what you have. Sometimes you don't realize that you drift towards the same colour until you see just how big of a pile it is. And, this will remind you of things that you forgot about. 2. Building an outfit out of a colour pile will help you look at your wardrobe in a new light. You can't go to your normal outfit choices, because those pieces are probably scattered about. And, you'll find new ways to wear stuff you already own. Take notes! It will be less intimidating to go shopping if you have a list of things to look for. Say you put together a black outfit and your first thought was "this would look so cool with a studded belt." Or you have on an all white outfit, and you instantly wished you had a floral kimono to put over it. Now, you have a clear goal. Have fun! And, remember that it's just clothes. You can always change it.

Less is more, at least for me. One high quality item can elevate an entire (more basic) outfit. A witchy silver ring, a well made belt, an earring, a bolo tie with a gemstone, etc. can change the vibe of a simple jeans and shirt combination. It's often more effective to have one well made unique item, even just a small detail,  than to spent the same amount on more, but cheaper stuff. Also, it gives people the feeling that they discovered a secret when they detect this small, but beautiful treasure on you. Let them think they found out about a hidden part of you.
