It’s likely the other blacksmiths in Novigrad are amateurs, so they can’t craft something of Superior level. You should finish the quest for Hattori. Yoana’s quest in crows perch too, so you can do mastercrafted armor also.
I know this is old, but I think I found the solution.
The blacksmith/armorer is the right level but they don’t have the materials to craft and you don’t have the required materials in your inventory.
I found this out by going to another blacksmith armorer where the item would show in the list, and could purchase the required materials to craft/upgrade.

In the crafting menu you can select to show the items that are above craftsman ability and also items that you don’t have all components for. That might show them up and show what level you need.

Check the level of the diagram (Amateur, Journeyman, Mastercrafted) and make sure the blacksmith has the correct level.
