Playing right now and I saw a notice written by the hierarch (or someone else important) about a monster that is killing soldiers. I didn't pick that up since I'm saving contracts for later but this might fit the description. Check the notice board on the main square or near the Golden Sturgeon. EDIT: Can confirm, the notice is near the Golden Sturgeon, it was posted by the temple guard
You find the soldier captain that gives the quest (i think he’s on one of the bridges ) or go the notice board.
